The Non-Delete USB drive option is also called locking. When data is preloaded onto a flash drive it can be locked so that users cannot delete the data. It's most common application is in promotional USB drives. Companies like to lock their data on the USB drive to ensure that it will be there for the end user to see and not deleting somewhere along the way.
Many companies will use flash drives with extra storage space so that even though the end user cannot delete the preloaded data, they will still have space to use the flash drives for their own use.
